shore yet. governor christie is going up in a helicopter and we're going to get our first pictures here this afternoon. we've had reports from point pleasant beach where the beach was essentially taken and spread through the town and then we've heard from atlantic city and seen where the boardwalk was ripped up and so forth. in the middle is long beach island and i haven't seen any reports from long beach island. what happened there is they were on the side of the storm where the water was pushed from the ocean in across the shoreline. farther south, down into maryland and delaware, much of the coast where they had some damage, they didn't have that hard push of water at high tide like good parts of the jersey shore did. so we're very, very fearful there and also on the south shore of long island. we also haven't seen that. so there is much more to learn about just those two areas let alone other areas spread around the northeast. >> and as you point out, the high winds, continuing high winds, and gusts are going to make it even that much longer before we get power restored to all

us in washington on this story. but what he is following is that new jersey governor chris christy is now saying that people in the affected areas of new jersey, people affected by hurricane sandy can now vote electronically. they can vote by e-mail and they can vote by fax. it is an interesting turn. joe, what are you finding out about this? >> well, it's a very interesting turn, don. as you said, in response to the super storm, the governor has issued a directive. this is for misplaced voters that can submit ballot applications by e-mail or by fax to the county clerk. the clerk sends them a ballot and then they have to return that ballot by about 8:00 p.m. on tuesday. it sounds highly unusual. to some, it may sound off the wall. but the fact of the matter is, in an emergency situation, there is some precedent for it. the united states actually has a program for military and overseas voters to basically do very similar things. so chris christie is taking a page from that pramt aogram and trying to find out how new jersey voters are not disenfranchised. >> joe, i understand it's not j

. christie smith is live in oakland with more on exactly how the joint patrols are going to work. christie, good morning. >> reporter: good morning, jon. this is a program that's been really successful in oakland before, putting chp officers on the streets to help patrol specifically in high crime areas. it comes at a time when the city of oakland could really use it. oakland is dealing with a 20% rise in major crimes this year and only have about 620 to 640 officers out there on the streets. four years ago that number was closer to 850. the chp and opd worked together before between 2007 and 2010. during that time violent crime went down, but there wasn't enough money to continue it. exactly how it's funded this time is still unclear, but the program is back because the community put pressure on governor brown. former mayor here in oakland and the pastor of a church made a plea. >> we've done these details. a definite decrease in calls for emergency services, in violent crimes occurring, and we've also seen an increase in community relations. >> reporter: now, this deployment is
